You know, Evangelion was a deconstruction of merchandise-heavy super robot shows.

It appears Gainax forgot that little part.

Is it...safe to have a fan like that without a casing around the mill?

After how much money the franchise earned, GAINAX execs probably bathe in sake, smoke banknotes and whiten their teeth using only the finest grades of cocaine. It's not surprising that they've forgotten why Neon Genesis Evangelion was popular in the first place when legions of fanboys exist who will buy any and every piece of merchandise that gets released.

USB allows at most 900 milliamps at 5.25 volts - and that's only for USB3(older versions only allowed 500 milliamps). There's no way that thing can spin fast enough to be dangerous(much like those single-battery powered fans)

This is just the sort of thing a figurine-obsessed fangirl needs for her collection. I *must* have one.

Aside from not having much power behind it, typically these blades are soft plastic or rubber. About the only way you could hurt any part of your body would be if you stuck your eye in it, and even then I have my doubts.
