So wait...they're announcing that there will be an unaired episode, before the show actually starts airing?

This is pretty standard practice these days with ecchi shows. Promises of boobs and such in the Extra episode.

It doesn't even have to be an ecchi series, Another, Sankarea, Ghost Yomi, and tons of other shows do it too. It helps sell dem BDs and certainly boosts sales for the attached manga or light novels. Stand alone OVAs for the sake of being OVAs is kind of a dead format, no? They've either migrated to full movies (Kara no Kyoukai, Break Blade, Towa no Quon, Mardock Scramble) or they're done as 12 episode TV shows that often have bonus materials, or they're bundles. I can't off the top of my head (not that I'm trying too hard) think of any big on-going original OVAs that are unrelated to other projects or names.
