Does this Vita port have the option for Japanese dialog, but English text? I'd love that, as I hate dubs with a passion, with some rare exceptions.

Ughh....I'll won't be able to get this with my B-Day Vita. At least I'll be able to legally buy this game

The dub for the PS2 version was pretty good. Even the mildly annoying characters weren't too bad. For instance, Teddie ("I'm the MVB") and Chie ("Hyaaah!") were still kind of funny from time to time.

That may be true if you like dubs, but the Japanese version has the biggest all-star cast for any video game I've ever seen. Every playable characters seiyuu is well known enough to easily headline an anime on their own... and as a major Rie Kugimiya fan, not being able to hear her squeals during every battle sucked.
