Maybe it's the best kind of comedy.

The clips I've seen of it over the years seem to suggests it's pretty terrible.

Who knows what the director intended? The manga certainly was not a comedy, nor had any comedic elements. The manga was quite dark and serious.

Based solely on this trailer, it looks like the director was attempting some sort of distinctive style. The article states it is a loose adaptation of the manga, and reading the wiki page for the movie, it looks like it is a very loose adaptation.

The movie is almost nothing like the manga series, but it's bizarre enough in itself. The guy who directed it also made House/Hausu if it wasn't enough of a clue. Another thing that's interesting about it is the number of non-Japanese kids (mostly children of US military workers) who were asked to participate in the movie. Most of the dialogue is in Japanese and English.
