I live about 40 minutes from Oarai. I went there a lot in the summer because of the beaches. They're definitely ramping things up for the upcoming festival, but I can say that they have Girls und Panzer stuff out all year round. Murals on the sides of gas stations, specialty items in the convenience stores, a bus that used to drive around the beach advertising the show. It's pretty crazy.

Ooarai is quite accessible from Tokyo - took me 75 minutes non stop from Ueno to Mito on the Super Hitachi then about 20 minutes on the local train.

Had a great time there last May.
