You know, a simple citation to appear in court that wouldn't involve handcuffs or a jail cell would get the point across. Not that you're reading this English-language post on a foreign website, Japanese authorities, but I read an article and have a strong opinion about it, so there.

The Japanese criminal justice system is so screwed up that an arrest or indictment is basically the same thing as a conviction. The authorities were just trying to save time by incarcerating the poor guy early.

Unless that really ramp up the arrests, that is doubtful. If you counted up the total number of arrests since it became a criminal offense there, I doubt they would fill your average county jail.

I also have to wonder if the people that are arrested spend any (significant) time in jail.

As mentioned before, they go after another unemployed.

Japan police literally has nothing much else to do. They have a lot more police officers for a lot less crimes per capita. They can afford to use 190,000 officers in one case or 4,000 officers to hunt a rape suspect.

That it's almost exclusively unemployed people they go after is very telling. They're selective, as if employed people cannot also download/upload.
