Honestly I don't think there's anything particularly wrong with the show, animation wise, that would require delay-causing improvements.

Sounds more like whoever was on the committee that wanted the bluray manufacturing rights has gotten cold feet and they're looking for a third party to foot the production bills...

I suppose pre-orders and/or interest were so low that they're having trouble with that. The production quality thing I bet is just an excuse for buying them time to find another partner.

I'm amazed this show got 24 eps right off the bat. I don't mind it exactly but the quality is low.

This show is well-written enough to keep my interest, but its drab color pallette, so-so animation quality and generic character designs really don't do it any favors. It's such a visually underwhelming series that I'm not surprised it hasn't caught on among Japanese fans.
