An open source/royalty-free anime/manga project using this program would look interesting.

Yes, most likely. Not that it'll happen. And if previous signs are anything to go by, if it did happen, it would be in the form of an online service geo-blocked to few or less countries...
We do have Miku and Touhou though that allow at least for some level of freedom.

'Cool Japan' is a laudible effort. Or, well, in theory it should be, but there's one recurring thought popping up constantly when going through its history from -13 to present, and that is; do they have any idea what they are supposed to do?...

That's the problem with Cool Japan. They don't know how to market product beyond anime/manga, I can talk all about it but I'm not going to soapbox it here. But Japan has problem with marketing, and that has confirmed what Justin said back in 2012:

Sadly, you are not the first person to ponder this. On the flip side, it pretty much ensures that anime will never be anything but mega-niche in the U.S., since the Japanese companies are already notoriously bad at marketing to Americans.
