Honestly, that pic looks a bit disturbing to the point that it could have been labeled NSFW.

I had to find a bigger picture to see, but there is no nudity. Thus no need for a NSFW label.

Does anyone know where one can read this manga online? Or if it is at least licensed so I can buy it? Or are there translation groups picking it up?

You can probably find it online somewhere, though the odds of it being translated aren't good, unless it is the favorite of some group or person. Doesn't sound like it has been picked up yet either for licensing.

Asking for such is against ANN rules. However, the irony is that when Justin Sevakis founded the site in July '98, there often would be posts regarding fansub updates.
