We should just call plagiarism on every anime character then since every male and female faces look so alike now adays.
I really believe this was a huge coincidence.

When it comes down to the character's outfit, it's hard to not see a resemblance. Very similar features down to boot folds and buttons/armbands.

I find this to be sheer coincidence.

Most likely a coincidence and I wouldn't make a big deal about it unless the person actually said they did. I prefer the first design.

Good times.

Those unusual features, together, are a little too close.

The usual features, people could easily accidentally copy. But unusual features, taken together, not so much.
(Unless they're both referencing the same real-life original source such as a military uniform - can't do much about that if one wants to be historically specific.)

If a N. American had done it, I'd say the same thing.

I think the most suspicious point is the flap thigh-high boots. Similarity in uniform design, skirt laces, armband, military hat and hairstyles are common, but the shoes design are distinctive, so I can't say that this is mere coincidence.

also, frilly military skirt is very unusual; the auhtor must have randomly watched the fanart/caps form the game and copied it without thinking.

I'm actually astounded by all the people in this thread who don't see the blatant plagiarism here. Is it a joke that flying over my head? :p

the claim plagiarism here is based on on the outfit, not the face. I know people get inspired and even maybe just maybe could subconsciously incorporate some of a design into their work but it wouldn't be a Xerox copy like the two outfits above. If she was just wearing a flared short dress and military hat, I doubt anyone would say much.
But the buttons, belt, chest flaps and over sized sleeve banner, undone boot cuffs AND the triangle nic on the side? That's above inspiration into def going into copying territory.

The chains or tightly knotted cords above the armband also seem to be present in the original, but the angle kind of obscures them. There are too many elements that show up in both to say this is mere coincidence imo.

Honestly, if it wasn't for the boots, it really wouldn't be as blatant as you think it is. A lot of the features being cited are common enough in various uniforms that have been depicted before.

For example a lot of identical or similar elements can be seen in this (scaled down) image by neichiru on pixiv, posted on 6/27/2011.

That's not to say this isn't plagiarism in this case (seems clear that it is), I'm just saying that a lot of these uniforms tend to be based on the same existing uniforms and so similarities between these things in anime and manga is going to also be inherent and unavoidable.

On closer inspection, the triangular notches aren't even the same between the two uniforms. Kar98K's has two notches, while Mushibugyō's character only has one. The example images makes it hard to tell, but this drawing of Kar98K by Miruto Netsuki better displays it.
