Vega Returns in Street Fighter V

Capcom announced on the PlayStation Blog on Monday that it has added Vega to Street Fighter V as a returning character.
The blog describes Vega's abilities:
V-Skill : Matador Turn
Vega swiftly dodges the opponent's incoming attack and chooses whether to launch a quick counterattack that knocks them down or not.
V-Trigger: Bloody Kiss
Vega throws a rose at high velocity towards the opponent. If it hits, he charges behind it and delivers a series of brutal slashes that devastate the enemy. The move can be done as an anti-air from crouch or as an air attack when jumping forward, making it an extremely versatile projectile attack, as well as a combo extender.
Other playable characters thus far include Ryu, Ken, Chun-Li, Nash, M. Bison, Cammy, Birdie, and Necalli. The game will launch with a core of 16 playable characters—four of which are brand new to the franchise—and will add more on a continuous basis.
Street Fighter V is the latest entry in the Street Fighter fighting game franchise. The game contains new features, such as V-Reversal moves, and a special V-Trigger mode. The game is slated for release on the PlayStation 4 and PC (via Steam) in the spring 2016 release window.
A beta test was supposed to launch on July 23, but Capcom closed the test early after server issues made the game inaccessible for many players. The company promised that there will still be three beta tests before the final launch.
The game's initial release will be the only physical disc release that Capcom will make for the game. CAPCOM will make all post-launch balance and system updates free, and all future playable character roster updates can be earned either through an in-game currency called Fight Money, or by purchasing special premium Zenny currency with real money to acquire them immediately.
