Earlier, I almost incorrectly guessed it to be Nako Oshimizu from Hanasaku Iroha, but then decided against it. Once you gave the hint, I knew exactly what the answer was!

I thought maybe you might have seen that I was currently watching Harlock and guessed from there.

No. I just blind picked a Matsumoto character from that era who looked somewhat like the character.

Too bad for you I rarely mess up Tezuka characters and I've at least considered using this character before (unless I actually did use this character)! Shinichi Osawa from Ravex in Tezuka World

Definitely getting it half right (usually getting the series right and character wrong). I was so kicking myself over the last Tezuka character because I messed the name up....I wrote the species name, not that character's individual name....

That's correct. I searched for if that anime had been used before and didn't get any results, so either you didn't use it or Google didn't index it.
