I don't really see it as a progression to further and further depravity, but more openly appealing to and indulging in such fetishes. While siscon focused shows have gone down from their peak (though they aren't gone such as this season's Eromanga-sensei), such characters aren't uncommon. And I sincerely doubt those indulging now were never interested before. I would have to see the data and it may be different for those actually addicted, but in my experience, going to further and further depraved stuff isn't how such things work, but maybe I have less experience with such material than I think relatively.
