I get the feeling Disney included the foreign dubs and subtitles on this one because they don't intend to release it outside of Japan anytime soon and they wanted foreigners to buy this one. Remember, Region A.

You overthink this. Every Japanese Ghibli release of the past decade has had subs/dubs in often multiple foreign languages.
