I think it will be alright, if I remember right they allowed it with Dragonball.

In Dragonball the private parts of the characters were never shown on TV, when it aired.

I think the reason is not just because FUNimation was trying to make DBZ more suitable for the childrens market, but I think it's also because of the FCC. See, the FCC wouldn't allow naked body parts (such as penises, butt cracks, etc.) on TV because American viewers may be offended. Remember the Janet Jackson controversy?

Also, those of us who browse this forum at work don't want to have to worry about coworkers looking over our shoulder when something like that is on our screen.

The schedule was updated 2 days ago, but it is good news that it is finally up. You will be able to watch all six episodes in a week and three days.

They'll probably censor it because the FCC wouldn't allow naked body parts on TV. And a penis would be considered as a naked body part.

Wow. You know nothing about the FCC.

This is CABLE TELEVISION.

Personally, I think it's stupid for them to put this show on. Even if it does alright, they'll never show more than 30-40 episode of it. Adult Swim shuffles their schedule around too much to let anything be successful. Even the shows that they're going to debut at 11:30 and midnight, they'll probably end up on at 2:30 and 4:27AM by the end of October.

The FCC can only regulate network television. And Cartoon Network is a cable channel, if you didn't already know. :b But, most basic and premium cable channels do stick to FCC guidelines to avoid complaints and possible boycotts. If CN really wanted to, they could air Bible Black at 11:00 am on a Saturday, but they'd probably have a lawsuit or five on their hands and no God-fearing soccer mom would ever let their child watch Cartoon Network again.

I know. Cartoon Network showed Princess Mononoke on Month of Miyazaki uncensored. I bet they got sued for showing blood and gore on Princess Mononoke without bothering to get rid of that stuff. Razz

But what about the bad words that get bleeped in shows like X-Play, Family Guy, The Boondocks, and South Park (this one South Park episode wasn't censores)? In the X-Play episode where they reviewed retro games, Kevin Pereira said the c-word (which was a vulgar term for penis) and it was bleeped. And this one episode of Family Guy had Peter Griffin saying "You are so ****ing funny". The f-bomb was also bleeped. And the nudity also gets censored. Like in the first episode of The Boondocks where spoiler[Robert Freeman was dancing to some music without cloths. Anime hyper ] His naked parts were pixelated. But I'm very surprised that the buttcracks in The Simpsons were never censored or pixelated.

*idly wonders why no one seems to remember naked Goku parts being shown in both Dragon Ball and DBZ on CN*

And thanks to Akukaze, who said what I was going to: that CN can pretty much air whatever they damn well please, it's just a matter of avoiding counterproductive controversy by going too far.

Not quite true; see 18 USC 1468, which is also referenced in this FCC MO&O (which clearly makes a distinction between indecency/profanity and obscenity). So unless Bible Black suddenly turned into not hardcore pornography, CN would be sanctioned if the FCC got a complaint about it.

Not that this applies to Shin-chan, but...

edit: the FCC OIP FAQ, for relevant reading.

Thanks for the link. I suppose I'll give a couple important excerpts (excerpts are good, TangentCube, most people don't want to read all that stuff).

Quote:
Do the FCC's rules apply to cable and satellite programming? In the past, the FCC has enforced the indecency and profanity prohibitions only against conventional broadcast services, not against subscription programming services such as cable and satellite. However, the prohibition against obscene programming applies to subscription programming services at all times.

Quote:
What is the “safe harbor”? The “safe harbor” refers to the time period between 10 p.m. and 6 a.m., local time. During this time period, a station may air indecent and/or profane material. In contrast, there is no “safe harbor” for the broadcast of obscene material. Obscene material is entitled to no First Amendment protection, and may not be broadcast at any time.

So, obscenity is okay, but not profanity, which Bible Black would fall under. I guess it sounds like I'm changing sides here, and I sort of am, based on this information. But CN could show anything less extreme than hentai, if they wanted to, it's just running a risk of bad PR.

Duly noted.

But you have the terms backwards; profanity is okay, while obscenity isn't. Wink

I'd just like to add that I'm somewhat surprised that nothing CN airs at night has "hit the fan" to this day.

Look at this: http://www.fcc.gov/eb/oip/ComplStatChart.pdf

233,000 complaints in the last full year, on 1,550 different programs. I guess if there were complaints over CN programming we wouldn't know unless they were actually fined, but still, it seems that anything CN does is under the radar.

Did anyone ever hear any fallout over showing Mononoke uncut at 7 p.m.? I didn't.

P.S.: Whoops! I did confuse the terms! Profane apparently only applies to language judging from their FAQ, whereas pornography like BB would fall under obscenity. I stand corrected.
