How do I make a vote for "User Ratings"?

hi im new here. i couldnt find it under the faq nor a search engine.

so I've been pretty stumped on finding out how the heck to vote under "user ratings" since i think that is one of the biggest draws to this website alone the anime info certainly is great too. it has helped me quite a bit.
