I would like to hold an anime themed amateur film festival along with awards which will be handed out during an awards ceremony hopefully during Anime Banzai 2014 (An anime convention in Utah).

But first I want to a committee put together to lay out the guide lines. For example, I would like films to focus on original animation, but I am also thinking of stuff like documentaries and other stuff that may include cinematography or choreography. I want feedback and opinions from others so things can be ironed out and set in stone.

So far, the person in charge of events seems to have given it the orange light but she understandably wants the rules set out before it gets out of the garage, but since I still don’t have a subcommittee, I’ll ask you guys for input.

The biggest question I want input on: should this just be animation or should it be open for all films?

Here are the tentative rules:

1:You must let us know if you are interested in participating by April 30, 2014. Send emails to [email protected]
Contest Entries must be received no later than 11:59 pm Mountain Standard Time on August 12, 2014. If your submission is going to be late, please contact us ahead of time so that accommodations may be considered. We understand that there may be difficulties in getting your videos to us, especially in the case of international shipping. We absolutely cannot accept any video submissions AFTER AUGUST 12th. No exceptions. Any video submitted afterwards shall be bumped for the following year.
2: As this is the first year of the film contest, a film of any age may be submitted.
3: By submitting your videos to this contest, you affirm and agree to grant the contest sponsors and organizers (herein referred to as Anime Banzai and its affiliates), the unconditional license to publish, reproduce, distribute, and otherwise utilize each submission without restriction, in its entirety or in part, on the internet, in exhibitions, advertising, media, or wherever else may be deemed necessary for promotional purposes. Credit will be attributed to the creator or creators of each video used for these purposes.
If we use a video for such purposes, we will do our best to inform the creator beforehand.
4: By submitting your videos to this contest, you affirm and agree that the submission is entirely and without condition your own creation, and that it does not contain any material which may infringe on the intellectual property rights or other rights of any third party. Or, if it does, you must have and present upon request proper authorization and/or license that has been obtained from the creator, distributor, or holder of such rights.
5: Each editor is allowed to submit up to 3 videos. This includes multiple editor project submissions.
6: Since this is the first year of the contest, currently there is no minimum of length for submissions, but it is preferred that they are no shorter that 30 seconds. Otherwise, submissions must be no longer than 120 minutes in length. Any video that exceeds this time limit will be disqualified.
7: All video submissions must conform to a uniform standard of decency. Videos that contain excessive violence, explicit sexual behavior, excessive sexual innuendo, or excessively explicit lyrics will be disqualified. We are aiming for a PG-13 rating; decisions regarding the suitability of this material will be made by the judges and contest staff. If an otherwise decent film has questionable language or other content and basically is a soft-R, it may be subject to censor (bleeps and black rectangles) to help avoid disqualification. Anything above a hard-R, particularly blatant hentai or other pornography will not be tolerated and may subject the submitter to being blacklisted.
8: It is preferred that video submissions must be at a minimum resolution of 640x480 Full screen format, or 640x360 Wide screen format, and use an acceptable compression format. More information regarding resolutions and formats can be found on the Submission Guidelines page.
9: Parody videos of original material or derivative material are allowed, and must follow all of the rules of normal video submissions.
10: Please credit or otherwise include the names of all those who participated and what task they did (directing, voice acting, character design, sound effects, choreography, ect) where applicable. During screenings of video submissions, the judges and organizers will determine what categories best suits the video. Submitters will be notified if their film is nominated for any awards including what category and the specific individual participants.
11: We will be adding a bumper before and after each video presented during the contest event. These bumpers will display the title of the video, the creator’s name and/or studio name, and the video's length. You may still have full credits and title sequences.
12: All decisions made by the judges and staff regarding judging results, presentation, and organization of this contest are final. Any questions regarding these decisions can be directed towards the directors of the contest, [email protected].
13: In order to make the submissions process as simple as possible, multiple people or team projects should elect one of their number to act as a contact liaison when dealing with the Contest staff. The person that has been selected as Contact Liaison should be the one to submit the film to our contest, and all correspondence regarding the video and the contest will be directed to the Contact Liaison. This will help us cut down on the number of duplicate entries we receive, and ensure that we have the best information available for getting in touch with the editors when needed.
This contact person shall be the liaison for all other participants. Notifications of nominations for awards shall be sent though this liaison. Individuals who are nominated for any awards shall be sent invitations to attend the awards ceremony through the liaison. Although the invitations are specifically intended for the nominees and the contact liaison may not necessarily receive an invitation. For those nominees unable to attend, a representative may be sent in place including the contact liaison.
14: By entering a team project into our contest, the submitter is stating that they have the express permission of all those involved editors to distribute their work. The submitter in turn has granted this permission to Anime Banzai to publish, reproduce, distribute, and display the submitted film project as needed for exhibition and promotional purposes [as per Rule 3]. If we are notified of any requests to have the submission revoked by a dissenting participant that was involved in the project's creation, we will attempt to contact both contact liaison and dissenter, and an appropriate decision will be announced by the Contest staff after due consideration.
15: Although it is preferred for winners to be present at the awards ceremony, prizes can be shipped to those not present. They will be shipped to the address provided on the submission form. Please allow for 4-8 weeks for delivery of prizes; we cannot be held responsible for complications of shipping that may arise from customs laws of any country to which prizes may be shipped.
16: This should go without saying, but plagiarism will NOT be tolerated! If you are caught violating this rule, you will be disqualified and blacklisted.
FAQs

Q: Is this the same thing as an AMV?
A: No. The animation must be original. No footage of preexisting anime may be used

Q: Is this the same thing as a fandub?
A: No. Again: The animation must be original. No footage of preexisting anime may be used. Furthermore, the story must be original.

Q: Is this the same thing as a CMV?
A: No. As much fun as it may be to do a live-action version of an anime, we cannot risk to compromise copyright issues, even if it is not profit. Again, the story must be original.

Q: Is this similar to HISHE?
A: Somewhat, in that the animation is original, but again, the story must be completely original. As much fun as it may be to make a favorite fanfiction or doujinshi come to life, we cannot risk to compromise copyright issues, even if it is not profit. This also applies to parodies.

Q: Can any footage of an existing anime be used?
A: No. Only in documentaries as this may be permissible as commentary.
Furthermore, the goal of the animation contest is for local artists to develop their skills of animation.

Q: How long can it be?
A: As of yet since this is the first year, I would be content of a 5 second cartoon, otherwise a maximum of 2 hours.

Q: What about teams?
A: Teams are not only welcomed but expected if not encouraged. The names (or maybe pseudonyms) of every member must be given and what task they did because awards will be given not just for best picture (overall) but also best directing, editing, character design, screenplay, (voice) acting, musical score, ect.

Q: What music can be used?
A: Most music within the past 100 years or so (I am not sure) is protected by copyrights and thus may not be used. Much classical or other older music is in “public domain” and thus can be used, however recordings are copyrighted by those who performed it so you may need to use sheet music and have someone to perform it or use a computer program. If you have a friend who is an aspiring musical artist and/or composer this may be a good venue to get them exposure and, yes, they would be eligible for awards themselves.

Q: How does the film contest work?
A: Submitters send us a copy of their film. Our judges pre-screen entries according to the Contest Rules. Passing videos will be screened (possibly in late August) for those of the community to determine what categories the critics determine the film should be nominated for. Nominees shall screened again (possibly late September) to determine the winners. Films may be screened again (as many as we have time and space for) at our convention in October. The winners will be announced at a particular event at the convention (hopefully a separate film Awards ceremony), and then posted to our site. Prizes and awards will be given to or sent to the winners!

Q: Do I have to be present for the contest?
A: No, presently you do not have to be present at the convention to compete in the film contest. We'd like to see as many of our contributors at the contest as possible, but many of them may live out of state (and in some cases, in other countries). If you know someone who will be at Anime Banzai this year, you may have them accept any awards and prizes in your stead. If any of the film staff or their proxy are not present at the convention, we will mail prizes and awards to the addresses listed on the submission form.
Q: Can subtitles be used?
A: Yes, if they are to be used to actually translate a spoken or otherwise present language.

Q: Can I use a film that’s already made?
A: Since this is the first year: yes.

Q: What of language, sex, violence, and nudity?
A: Try to keep no higher than PG-13. You may censor or bleep out parts that may be too bad. I don’t want to limit ones artistic expression, but I also want to maintain Anime Banzai’s family friendly reputation. Hentai will not be tolerated.

Q: Who can enter?
A: Although I would like to limit to people of North America, it is generally opened to those of the anime community.

Q: Can I include full title intros and credits?
A: Yes.
