There's a difference between disguising yourself as a man, and physically becoming one.

When Usagi transformed? She would've still had boobs and spoiler[a vagina], not spoiler[a penis], under the disguise.

For the Starlights, in the manga, they disguised themselves as men. In the anime, we not only saw them grow boobs during their transformation sequence, but also had an episode where they were topless, and you could clearly see that they had no boobs, not just flat ones that grew. Which meant that they would've had spoiler[penis] as well.


Also, biggest reason why fans were pissed? Because Naoko was, too.
