Yes, when a company goes against type like this they are seeing a problem or potential problem in their business, usually the bottom line. So they shake things up.

In any case hopefully some new fun things will come to the old properties.

I don't think that's it that per se, they're still up there when it comes to 3rd party developers with lots of hit properties and really nobody is a bigger force in anime games still, but they have been pissing people off a little bit of late with their approach to DLC and could probably stand to find some new programmers with fresh ideas.

It does indeed seem like an unusual move by Namco, but I know this decision just didn't come out of nowhere. Since the company intends on approving applications and getting a percentage of the revenue, perhaps they have been on the down a bit so to say. Still, by doing this I'm sure they will be able to promote themselves more through those parties that get the rights.
