I'm gonna assume "yes". It shouldn't mean people can purchase the games before the sell date.

No, basically this will be a mystery gift that is distributed between the release day (November 18th 2016) and January 11th 2017. It's much like the torchic with Blazikenite or the shiny Beldam they gave away for X & Y and ORAS respectively

While Alolan Rattata's Dark/Normal typing allows a STAB for its Dark-type moves and an additional immunity to Psychic, it is now susceptible to Bug and Fairy, as well as being even more vulnerable to Fighting.

It's most likely this. Most Pokemon Pre-order bonuses are usually physical, from my experience with Diamond and Pearl they gave out big stylus for the DS that had Dalgia and Palkia on them, and for X&Y they gave out pins with the respective legendaries.
I've already Pre-ordered Moon, I own every main series Pokemon game almost always buying both versions and the third when it releases so I don't care if this is a actual bonus or not cause I just wanna play Pokemon.

Looking at that thumbnail, I think Snorlax's Explosion Level has reached 100. WAKING 100 is not to be messed with.
