This sounds like a doujinshi in the sense of not a fan work of an existing IP but an original work (which is what arguably most people think when using that term). However, it is a doujinshi in the sense of an original, self-published indie comic. The description honestly sounds like it would be an ideal premise for some 13-epi. anime but I am aware that there might not be enough interest for a standard 20-something min. epi. anime that runs for 13 epi.
