While I don't know the laws on pirating/copyrighting when applied to an assistant creator, if you use creator in the most basic definition, that technically could also apply to assistant creators.

Japanese police usually crackdown on piracy and copyright infringement like this, this, this one, and this. And now, one prefecture of the Japanese police has committed a copyright infringement. I wonder who police the police (including internal affairs) in case this happen. If Yamanashi Police did copyright infringement, do they face the same penalty like the people in Japan that got arrested for infringement.
