I thought cosplay wasn't allowed/was extremely frowned on outside of events? They don't even let you arrive at cosplay events already in cosplay; you have to change when you get there.

Did these three guys just ignore that?

It is similar to that Shingeki no Kyojin cosplay some 2 years ago-or-so. (Can't find the article at the moment.)

Read the first line of the story. This was an official event. They are "cosplay models" rather than "cosplayers" which means they were hired.
