I think Shimada-chan, Tojo-chan & Oka-kun.
edit: Also, what uniforms are those based on? Because to my eyes you have JNDF (looks alright minus the trilby hat), IJA with a labcoat (what?!) & a member of the British WAAF.

How about Yamada-san for Ground, Hanekawa-san for Air, and Umino-san for Maritime?

Japan name for Blue or Water for the Maritime Defense (Blue Water or Blue Earth)
Japan name for Wind or Heaven for the Air Defense (Free Spirit or Freedom)
Japan name for Earth or Mountains for Ground Defense (Holy Mountain (Fuji) or Green wide lands)

Misusora for Water
Tenkokawa for Air
Okana or Hiroika for the Earth

or some playing with their Katana or Hiragana letters, like they love to do

An interesting though relating to intellectual property: While obviously the winning name submissions become the property of the artist and maybe the Self Defense Forces, if some sort of IP debate came about over who is the proper owner of the mascots, do the winners have any say in this since they developed/came up with the names?

They almost certainly surrdender any and all rights to the name to the JSDF - it's basically work for hire, after all.
