It sounds like this is a way of turning "we're shortstaffed, so we're going to need some temps" into a contest/some publicity, to be honest.

Still, if you're an out-of-work manga editor in Japan, then $250 for a day's work sounds pretty good. Plus, you can put Shueisha/Kodansha on your resume.

You must be joking. That's over $60,000 a year. That's middle class range in America. And there are a lot worse jobs that earn a lot less money.

I don't see how that fare that's a one day thing.

Isn't $250 a reasonable wage for a single day of work? For an 8-hr day that's like $30/hr (they might expect a longer work-day but it still should work out to a good rate).

It still sounds kind of weird to work a job for just one day (I always wonder if there's any basis of truth in all the "My cousin/uncle owns a cafe and suddenly needs a part-timer for a week!" anime/manga storylines) but maybe it's also seen as a chance to build some connections with the publisher and experience doing the job (then again maybe they expect you to already be experienced: one day doesn't really give them much time to train you).
