It's for a few reasons, Namco Bandi probably doesn't want to pay for the dub, and have to add that to localization costs.

Funi hasn't dubbed an OP game in close to a decade, i think that it's partially because it would cause them to cast characters years in advance of when they actually show up.

Example in the last game they dubbed (The one that was part of the Anime License so they had no choice) they had to cast Franky 5+ years in advance of when they actually got to use him in the anime, so Patrick Seitz just sat there waiting for half a decade. Luckily most major characters have voices by now, the exception being Sabo.

So maybe as Funi get's closer to the current Anime you might see it happen but right now it's impractical.

That's just my two cents though.

Yes you bring up some very good points and you is right that most of the major characters have dubbed voices except for Sabo and Bartolomeo, the last game they dubbed was my absolute favorite on the Wii, but back then the One Piece dub following was nowhere near as huge now

I just want to bring up that it actually cost less to contract voice actors from Okratron5000, which is based in Dallas.
Fighting games also don't usually have a lot of dialogue scenes, so it wouldn't difficult to provide voice-overs.
