While you normally can not download from iTunes Japan unless you have a credit card registered to a Japanese address, it is possible to download from iTunes Japan, regardless of where you are, when using iTunes Japan Music Cards.
The cards can be purchased and delivered anywhere in the world from Amazon Japan and Jbox (sister site of Jlist).
