I don't watch "Black Butler", but Tia often uses a high-pitched child voice for her characters (enjoying her Titta in "Vanadis").

In the late Jan. '14 YT video called "Voice of the Voices - Tia Ballard", her natural voice is similar to Happy's but not as high-pitched.

I"m also surprised that Tia Ballard was cast as Beast, but maybe she'll surprise us. Looking forward to this!
