Article suggests series was co-funded by an American company

A report from Yomiuri Online outlines the recent impact of foreign licensing on the anime industry in Japan. The president of Marvelous Entertainment explains how overseas profits have helped move anime production investment (traditionally from TV stations, sponsors, and toy makers) to the anime producers themselves.

Each of Gunslinger Girl's thirteen episodes cost thirteen million yen to produce. According to the company president, orders from Europe and North America "relating to the show" have covered about half of the total production cost.

From the above statements, it seems likely that Gunslinger Girl was co-funded (and, thus, likely licensed) by a North American company. There are no suggestions, however, of who may have the series.
