Long ago, in the Heian era (794 - 1185), Tairo No Masakado lost his life trying to create a Utopia on the Kanto Plain. The Masakado is now believed to be the guardian spirit of Tokyo and according to legend anyone who disturbs him is eternally doomed.
In 1908, Tokyo, Kato is attempting to awaken the dragon under Tokyo in order to destroy the city using a woman known as Yukiko. His plan is to destroy the city using Tokyo's guardian spirit, Masakado.
