No, I believe sex-selective abortion, abandonment, and even infanticide of female babies were more common reasons. If parents were only going to have one child, they preferred to have boys. Regarding the low birthrate issue, to this day I still don't have much of an opinion about it as an outsider. But this video where a few native Japanese residents are interviewed about the matter does admittedly provide me some food-for-thought.

China's One-Child policy was notoriously awful. In addition to sex selective abortions, the government sometimes forced women to have abortion, and forced both men and women to be surgically sterilized. But, unfortunately, sex-selective abortion is popular in other developing countries with strong patriarchal cultures, like India and Pakistan, which also have a male-female gender imbalance in some areas.
