I think it's weird. I wonder what kind of tone they're going for.

Actually, I'm still curious how the hell this anime project seemed to have just came from out of nowhere, instead of happening years back.

While it's fully probably things'll be completely different, if you want potential examples, check out Qualidea Code's EDs. ClariS did the first one, GARNiDELiA did the second one, and they did a collab with the third one.

The Otaku Mode site for the official novel translation has not been updated since 6/18/2014. I guess it wasn't popular enough for the translator to finish the second chapter.

I had been wondering about it for awhile. So they really did only translate the first chapter? Now I'm really curious.

Maybe the producers of the anime maybe fans of the original material and were willing to front the money to have it made.

Crazy as it sounds, i can't image there be any other reason. The source material is since stop being actively published both in novel and manga forms. Typically the late night animes are advertisements.
