That was pretty much the case in 2000-2001. Now it's not QUITE as true. Although there are a good number of series that are released with only 2 episodes per DVD, the average has slowly been increasing, or so it appears.

Many series *start* with the 1st DVD containing only 1-2 episodes, but then increase to 3-4 for the remaining DVDs.. but those 1-2 episode DVDs usually cost about half as much as the normal DVDs.

Furthermore, overall yen/episode prices ARE dropping -- Kodomo no Omocha DVDs are 4 episodes for 3800. Human Scramble DVDs are 2 episodes for 2800. Prince of Tennis is now 4 episodes for 3800. Naruto DVD 1 was 1 episode, which then increased to 3 and then 4 episodes (occasionally even 5) for 3900 yen..

There are still 'higher priced' DVDs, like Hikaru no Go, which is 4800 yen for 3 episodes and Inu-Yasha is 5800 yen for 3 episodes.. but most higher priced DVDs nowadays include 4-5 episodes (Hunter X Hunter is 4700 yen, but gives 5 episodes, for instance).

If someone wanted to look around cdjapan long enough, I'm sure we could do a good comparison of 1998-2000 DVD releases versus 2000-2002 and 2002-2004, and find that typically, R2 DVDs are becoming cheaper.

I guess my knowledge was skewed by the people I know who buy the R2s. They have so many DVDs that they consider their shelf space to be a premium and try to get the best episode per disc ratio. Price is not the deciding factor (usually)

I think this has drifted from the point now. The Japanese aren't worried about internal pirating. It's overseas availability of their product that was not subbed by a licensed distributor. Pirate-subs and fan-subs.
