Most of the staff members are also returning, but Mizuka Ueda is replacing Satoru Hirayanagi as art director, and Fuminori Tsukida is joining as a magic designer. Studio NUT is returning to produce the animation, and Kadokawa Animation is distributing the film.

The film will open in Japan on February 8, 2019.

Kadokawa's Newtype magazine reported in January that the film will be a brand-new work (as opposed to a compilation or recap film). Director Yutaka Uemura told the magazine that the new film will follow from the events of the television anime. He noted that the movie will depict the change in relationship between Tanya and the top brass, as well as the development of her troops.
