I suspect he might be and Ambassador or distinguished visitor from one of the Embassies. I saw someone make a mention about the Japanese security guards. If they are here in Japan under diplomatic credentials from the Ministry of Foreign Affairs, and rate a protection detail then Tokyo Metropolitain Police Department (TMPD) Security Police (SP) division will provide a detail. So it is possible to have a Gaijin with a Japanese security detail.

I can't get a good view of the lapel pins, so hard to tell if they are real armed security or not. Also some DV's arrive with their own protection details from their host nation. They generally arenot authorized to arm here in Japan though. If they do get MOFA approval, then its legit someone of importance.
