Not in Japan. With disc one you'd get Bamboo Leaf Rhapsody and the first Endless Eight. With disc 2, EE#2/3, then EE4/5, then EE6/7, and then EE8 and Sighs I.

Since one can argue for having the first and last Endless Eight's for continuity issues, there really is no need to have disc 2, 3, and 4.

Except that's not what they got in Japan. The first DVD contained only one episode - Bamboo Leaf Rhapsody. That's why it was priced considerably less than a regular 2-episode volume.

Were they smart enough they'd sell Haruhi in a box set from the beginning, forcing people to buy the endless eight arc... but I see that they still believe fans enjoyed that endless crap nonsense.
