The ratings only applies to theaters, not to home video. Video versions are either unrated or adults-only (R18). However, the "R18" on home video or manga is very different from this self-rating, non-legal version by Eirin used in theaters for Japanese movies. Mardock Scramble the director's cut, despite the R18 rating in theaters was unrated (i.e. available to all) on home video.

lol, it's true no one is saying it's equivalent to hentai, but that's also the reason why such a rating is inconsistent and unwarranted. The content (before resubmission, and for Mardock Scramble and others) despite not being hentai is treated exactly the same as hentai. The situation is even more ridiculous with CERO in Japan for games. The best system is just to treat it like video or books (works the same in the US too; unless it's hardcore porn, home video is unrestricted)

It might be worth pointing out that the second film, which contained showers of blood and graphic dismemberment, one rather graphic sex scene, visible pubic hair, and an uncensored penis, was only rated PG12.

In other words, R15 does not necessarily mean they are watering it down. It will probably be much more graphic than the TV version was, as well. Films in Japan are just rated much more lightly than in America. The first film - which also contained tons of blood and brief nudity - was rated G in my local theater.

I remember seeing "The Simpsons Movie" (which was rated PG-13) and their was this one quick scene where we see Bart's uncensored penis while skateboarding through Springfield nude.

R-18 films can have pornographic (erotic) content.

Oh well, none of the ratings matter to the vast majority of us, who will be watching it from the uncut home video release.

you know what every country besides united states is always 18 instead of 17.
my opinion is sometimes i wonder sometimes the ratings are not the same like these: PG13 is either PG12, 14A, M, R13;
the original R was 16 becomes 17 but instead R15, MA15, R18, 18A and
NC-17 the former X is either the international R18, X18, RC and just 18
but sometimes 18 rated is always treated like is always "you must be 18 years old or over" or like RC and illegal.
don't get what I'm talking about don't tell me then

I wonder if there should be another rating between PG-13 and R that allows films a bit more lenience with violence/sexuality/nudity/cursing, but not get the dreaded box-office brick wall of the R rating. Maybe more R up to 18 and have something for 16 year olds. That desire to tone films down to get the PG-13 really kills what directors can do.
