While it's not even nearly as absurd as censorship in China, North Korea, Saudi Arabia, Malasya, etc... I will still call British media laws absurd. John Stuart Mill was born there, and he had this funny little thing called The Principle of Harm, or Harm Principle:

"The only purpose for which power can be rightfully exercised over any member of a civilized community, against his will, is to prevent harm to others."

"Liberty consists in the freedom to do everything which injures no one else; hence the exercise of the natural rights of each man has no limits except those which assure to the other members of the society the enjoyment of the same rights. These limits can only be determined by law."

John Stuart Mill is a reference if you are a Liberal, be it Classical Liberal (Right-Wing) or Progressive (Left-Wing). Since no actual minors are depicted, there's no proper reason to even cut anything. Just put an appropriate rating and the due warnings.

The whole show got a 16+ here in Germany after looking at amazon, as the girls apparently look "old enough". I guess. Kinda weird that they got away with such low rating due to the show glorifying sexual abuse of minors. Which seems to be the reason the BBFC raised complains, if i correctly read between the lines. They absolutely have a point but an 18+ rating still seems reasonable enough.

Our rating broads see it like this. Sexy teens = fine. Sexy teens that look like kids or sexy kids = legal trouble. Case in point the game spin-offs Valkyrie Drive: Bhikkhuni.
That one landed on the Index (you can still buy or sell these but you can´t advertise or publicly display such products) after being refused an 18+. The game skated too close to child pr0n and was deemed too objectifying/misogynistic to women. Gal Gun 2 and Criminal Girls 2 also befall the same fate recently. Senran Kagura lastly moved up from 12/16+ to 18+ games. Why?

A high ranking politician collected photos of young girls posing in a sexual manner while still wearing some clothes and was busted in 2013. German child protection laws had to changed thereafter. Which i fully support. Meaning that any country is only 1 dirty politician away from a crackdown.

I'm assuming it's MVM releasing this since they've just done Monster Musume and Testament of the New Devil completely uncut.

Well no one expects free speech from a communist country while expectations are usually higher for democracies. Considering past incidents, such as Teenage Mutant Hero Turtles, this isn't a huge surprise but the BBFC applying a vague policy on sexualization for fictional characters under the age of 18 would apply to a large percentage of anime. I get that some people don't like ecchi anime but it is sad to see people celebrate the censorship of anime just because they don't like it.

Weirdly hypocritical, since a British live-action movie, The Prime of Miss Jean Brodie is still uncut, and it has sexualized nudity, showing an underage character (played by an adult, but still) and sex between an underaged student and a teacher.

How on earth does stuff like DxD and The Testament of Sister New Devil pass uncut (DxD with a 15 rating even)? It seems like the BBFC decides to cut something at random once in a while just to show they've still got power.
