This is a temporary/device/ISP specific problem, as all of Episode 1 of Police in a Pod does have English subtitles. I do find that sometimes I have to "rewind" to an earlier point in Funimation streamed shows to get all the subtitles to appear, or appear long enough to read (sometimes a subtitle only appears for a fraction of the time it should be displayed on first viewing).
