You "can" blame America for not forcing the Japanese to remove it like they did with other forms of censorship, but that's kind of ridiculous. That kind of action really should have been left up to the Japanese, and surprise, they continue making the wrong choice every time the Diet is in session.

Japan really can be so ass-backwards in certain regards. Do tourists running screaming out of the Met and Louvre because of naked busts? Does David offend them? It's like the Simpsons episode where Marge takes things too far, except it's real, and ingrained in their society.

Well I always wondered how anatomy and physiology class in Japan are going to show anatomical image of genitals with this censorship, do they blur it out or does the law allow uncensored images of genitals for educational purpose rather then entertainment.

Anyway, it gets ridiculous. Japan require all genitals to be censored, but yet this festival like Hōnen Matsuri and Kanamara Matsuri can show off phallic shape object without any hassle from authorities. I mean look at this.

It only applies images / illustration / video. Physical objects like erotic figures, models of genitals, whether used for fertility festivals like you mentioned, pure edcuation, or sex toys are not censored. In fact, you can view them uncensored on amazon.co.jp as well

Doesn't make sense, but that's the forced governmental cultural reform that I mentioned that simply "stuck". Obviously not reflective of the culture nor the people. Personally I think it's kept simply as another legal instrument they use to beat people over the head with.
