Indeed.
It was made during WW2. The spider is trying to lure the "Yamato nadeshiko" ladybird into his lair. The parallel between racially pure Japan and barbaric USA is clear. It's an historical oddity in what is otherwise a beautiful, if primitive, anime.

Yes. Google's search by image function pegged errinundra's image right away.

That is strange, when I right click the pic and search google for this image I got 0 matches. It gave me random black and white pictures as visually similar images.
