Seeing as not even a stylistic definition of the word 'anime' would accommodate WALL-E with the other titles included in this ceremony, I can only fathom that you use the word 'anime' to be synonymous with 'animation'.
I shall admit however, the title of this event is 'Animation Kobe', so such a definition is perhaps accurate in this case.
