The character looks interesting. I will be glad if they turned out make anime from this.

I would want to make an app where I scold/criticize Inoue-san's role of Armin. Seriously, I felt they could have gotten an actual guy for the sub voice. This goes with my strong view that 13+ anime boys that are not traps/cross-dressing/raised as a girl or turned into a girl should be voiced by men.

You might be thinking of Microsoft's Tay, who turned into a neo-Nazi in less than a day. The project here looks like it's more targeted and constrained than Tay was; it also appears to be a one-on-one thing, which would limit opportunities for corruption. Now, if it is made public in a Twitter-like environment, making it available in English would be the ultimate baptism by fire: if it can withstand the inevitable Anonymous ops, it can withstand anything.

Ah, thank you! This Inoue chatbot reminded me of that, but I couldn't remember her name or who made it.

That is entirely by design: the users who can log in are harangued verbally, whereas others are given the "silent treatment". I'm sure each style of indignity has its own fans.
