Yes, a sport where the balance between clay, sand, organic matter etc. in the soil of the pitch plays a part because it matters how much bounce a ball gets off of the dirt and how much grip a spinning ball has on the dirt after its been pounded by dozens of cricket balls happening to hit that exact spot among the hundreds of times the ball was bowled in that game.

I've only heard the quote, but I can still imagine Nixon Alexei McNamara McClean's father saying, "No son of mine is going to be no damn spin bowler!"
