Nagato from Naruto because of his tragic back story and because he was a child of prophecy. He was able to atone for some of crimes spoiler[by bringing back many recently deceased characters which Obito failed to do].
His friendship with Konan and Yahiko actually might be one of the strongest cases of BFFs/good friends that I've encountered in any manga/anime. |

I love how they talk about Frieza and Dio like they're super cool dudes, but they forget that both of them are murderous psychopaths that would kill them for fun.

Dio is pretty considerate for people he sees worthy but who cares I'd vote for fabulous Mr.President if I could
 . Frieza's cool as long as you don't get on his bad side, but wouldn't fat Buu make the perfect BFF.

As far as Dragon Ball villains go, I'd totally go with Whis from Battle of Gods. He looks like a pretty chill guy (not to mention FABULOUS~)
In the spirit of Doronjo, it would be really fun to hang out with Team Rocket too. |

The first anime/manga villain I could think of who I WOULDN'T want to hang out with is Light Yagami. He'd just use me to improve his standing in the world, then kill me.
