I know nothing of "Xiamen Skyloong Media", but based on the name alone I'm going to assume that China is a big target market of the new project. So I seriously doubt "global" target only means America.

Yup, I don't think the material sounds like it will have any trouble being popular if this is good both in and outside of Japan.

I assume it'll have somewhat younger characters than GITS but I hope it's a generally mature take on the content mentioned in the description and "war" since that's something that made Ghost in the Shell stand out nicely, and still does to this day.

Love that Tron-ish colored visual image.

I attended the Kawamori panel. He didn't have time to talk about this new series, just reveal the URL for the promotional site (which does have a message from him - in English! - with some additional information): http://www.project-the-next.com.
