Might that be Conan's voice changing device from Detective Conan? That's the first thing that comes to mind for me at least.

After looking it up, my mini-game guess seems wrong. I'm curious to find out what it was. It definitely give the impression to me of something to change someone's voice (or it seems to have two areas that could be a microphone and speaker respectively).

You were on the right track. It's one of the Detective Boy badges. It's a little tricky because this is a pic of the back with the covering off, but you can still see part of the 'B'. And you were right about the speaker and microphone, they use these badges to communicate, like walkie-talkies.

Hint #2 - Real historical events and generational/societal issues serve both as the backdrops and direct drivers for the storyline in this series.
Hint #3 - This character almost acquires a criminal record when she is caught in an illegal act similar to the one she had seen her boyfriend perform earlier.

The combination of Hint #2 and (believe it or not) the background allowed me to pin down the source series, but boy, pinning down her exact name was hard, as info on this one is thin in English. I actually had to watch an episode: Yuuko Yamazaki from Showa Monogatari.

That is correct! Not a well known show indeed, and more's the pity. The "Leisurely Walk" sections at the end of many episodes, where they do a travelogue-style visit to the modern-day areas of the city that were shown in the anime, are a special treat. And the show provides an excellent reminder that there is no guarantee that every slice in a "slice of life" series has to be a pleasant one.
