Personally, I prefer the manga (although I tend to in general ^^) and here's why:
Both have just as many panty-shots, but it felt like (At least for me) that the manga had more to it. Like, it wasn’t as much about the fan service, dork jokes, and the gags as was its animated counter part. Not that I'm saying the anime had no depth, I just think that the manga offered much more, and dove farther into everyone's character. Also, just because it IS manga, there were more dork jokes squeezed in, and that makes anything worth it to me ♥ I’m more about character relations and development, so if that’s what you look for, it’s well worth picking up as an addition to seeing the anime 
Also a few things were left out of the anime, and it's always fun to read Onizuka antics. I enjoyed the manga much more, even though Porno Graffiti, in all their awesomeness, supplied GTO with a theme song ^_~ |
