But we are an english speaking fandom, so surely you see the problem with using an image from something 99% of us are unable to watch due to no subs. On top of that I've been unable to find any sort of site in english with any information on the show. So unless you know how to read or type Japanese, good luck.

I don't think not being available in English is much of a problem for looking up the answer. I know I've found a few characters before by watching clips in other languages on Youtube. If this anime really doesn't have any information at all in English (i.e. not even an entry on ANN, anidb, myanimelist, anime-planet, etc.), then it might be too hard and not something someone should use. People have suggested before that all anime used should be in ANN's encyclopedia, but it never got added to the official rules in the first post. I think that would be a reasonable rule to have (though on the other hand, I do know of some anime that have been fansubbed but aren't in the Encyclopedia since they have been stuck in the submission queue for years). Maybe any anime used should be either in the encyclopedia or available in English (but not required to be both). Anyway, though, I think the problem with this anime is its general obscureness, and not that it is unavailable in English, as there are tons of anime that haven't been fansubbed but for which information is available online. I don't think we need to prohibit all anime that aren't available in English just because one was used that was particularly obscure.

If these kind of things pop up once in a great while, I don't see them as a big problem. If they start being used frequently enough that they bog down the game, though, then we should make a rule about it.

Okay, the character has been addressed with 2 names - Momo-chan and, in regards to the crop, Rei. The info under the vid, translates the characters as Rei Matsuo, her brother Koujiro, and presumably, the senpai (forgot his name, lol).
The problem is the series name. Anyhow, I'll bet on Tanu and Momo's Homeplace.
HyugaHinata, I'd like to have more info on this one (again, regardless of the outcome). Is she/they mascot characters for that street, could you translate the names properly, etc.

That's correct. Rei appears in one of the specials, Momon-chan Prank #2.

AFAIK, Momon and Tanu are the two pint-sized protagonists. They have adventures in Japan, and Momon-chan speaks with the Kansai dialect.
