That is correct.
The same character across seasons is still the same character. Unlike in the quote game, the character game is specifically not about identifying a scene. I see no reason to even permit a user to be picky about seasons that were released relatively close in time and sharing similar art styles.

Well Index and Railgun are considered two different shows so the answer could have been incorrect had I said one instead of the other.

I just want to mention that I agree with Raftina that it would be unfair to not accept the guess for being from the wrong part of the franchise in a case like the image he posted. If the different parts are in the same continuity and have the same same art style, then just naming the franchise should be fine.
Also, Raftina, why have you been posting such easy images recently? I know you posted several images that people (including me) thought were unfairly hard, but in general I liked the harder images you posted before (just not ones where it was legitimately up to interpretation as to who/what was pictured, or ones that knowing who it was involved a major spoiler).

Well, in this particular case one could afford to demand specifics. In Index, the clones have blank eyes while in Railgun they have normal eyes.
